Two of the most important CQC roles — and two that are easy to muddle. Here’s what each one is responsible for, how they differ, and free editable job-description templates you can drop your organisation’s details into.

The Nominated Individual (Regulation 6) supervises the running of the regulated activity on the provider’s behalf — a senior, board-facing role. The Registered Manager (Regulation 7) runs the service day to day. Both must be fit and proper; one oversees, the other manages. You can grab editable templates for both below.

How the two roles differ

Nominated Individual (Reg 6)

Required where the provider is a body other than a partnership. An employed director, manager or secretary responsible for supervising the management of the regulated activity — the provider’s main point of accountability to CQC.

Registered Manager (Reg 7)

The person registered with CQC to manage the regulated activity day to day. Responsible for the running of the service, the team, and meeting the fundamental standards in practice.

What the Nominated Individual does

Core accountabilities

  • Ensure the organisation is correctly registered with CQC and a Registered Manager is in post at all times
  • Supervise the overall management of the regulated activity on behalf of the board
  • Keep up to date with regulations, fees and registration procedures, and observe registration conditions
  • Co-operate fully with CQC inspectors and ensure statutory notifications are made
  • Oversee training, induction, supervision and appraisal systems
  • Promote information governance, data protection and high standards of care
  • Maintain personal, financial and DBS credentials so as not to prejudice the registration

What the Registered Manager does

Core accountabilities

  • Manage the regulated activity day to day and ensure the fundamental standards are met in practice
  • Maintain and apply a current set of policies, procedures and risk assessments
  • Lead staff recruitment, induction, supervision, appraisal and training
  • Handle complaints, incidents and near-misses, and drive improvement
  • Make statutory notifications to CQC and keep accurate records
  • Prepare the service for CQC assessment and co-operate with inspectors
  • Maintain personal, financial and criminal-records status so as not to prejudice the registration

What a strong job description should contain

  • Job title, who the role is accountable to, hours and location(s).
  • Key working relationships (board, the other CQC role, clinicians, suppliers, CQC).
  • A clear purpose statement referencing the relevant regulation (6 or 7).
  • Grouped responsibilities (operational, CQC duties, communications, staff, governance, IT/IG).
  • A person specification reflecting the fit-and-proper requirements.
